Why are we doing an amalgamation study?

How did we get here?

In 2025, the Village of Warfield conducted a Municipal Sustainability Study to assess its capacity to address upcoming challenges as an independent municipality, and consider what options may exist. Click here to learn more about the Municipal Sustainability Study.

 
Following the Study, the Village proposed to the City of Trail that the two municipalities work together to conduct an Amalgamation Study. In November 2025, the two communities wrote to the Ministry of Housing and Municipal Affairs requesting funding for such a study. 

How is the study being funded?

In March 2026, the Ministry confirmed that it would contribute $90,000 towards the full cost of an Amalgamation Study. 

In June 2026, the City and the Village signed a Memorandum of Understanding to lay out how they would work together to complete the Study, and to appoint the Study consulting team (Neilson Strategies Inc, Leftside Partners Inc, and Horsman Strategies). The MOU confirms that the City and the Village will together contribute $85,000 ($42,500 each) over and above the provincial contribution required for the Study.

The Trail-Warfield Amalgamation Study is supported by the City of Trail and Village of Warfield. All information produced by the Steering Committee and consulting team is shared on this website to promote transparency and foster engagement throughout the Study.
