Accepting Committee Applications until October 31

The 12-person Steering Committee will be composed of four residents from each of the City of Trail and the Village of Warfield and two Council members from each municipality. To apply to volunteer on the Committee, you will need to read the Committee Terms of Reference below and submit an application to the municipality in which you live by October 31, 2026.

The 12-person Committee will be made up of four volunteers that live in the City of Trail, four volunteers that live in the Village of Warfield, and two Council members from each municipality.

To apply to sit on the Committee, please review the Committee Terms of Reference and submit a complete application form to the municipality in which you live by October 31, 2026.

What is the mandate of the Steering Committee?

The Committee is an objective, fact-finding oversight body that will:

Explore the governance, service and cost implications of an amalgamation between the City of Trail and the Village of Warfield.

Review and approve a community engagement plan and participate in community events.

Understand the technical implications of amalgamation and ensure implications are presented in a neutral and balanced way.

Make a final recommendation to both Councils on whether to pursue a referendum on amalgamation.

How will Committee members be chosen?

Staff and Councils from the City of Trail and Village of Warfield will review applications received by their respective municipalities. Each Council will appoint four residents and two Council members to the Committee in mid-November 2026.

Who is eligible to serve on the Committee?

To be a member of the Committee, you must:

Live in either Trail or Warfield
Be age 18 or over

The working language of the Committee is English; we regret that translation services will not be available. We will work to accommodate any disability or barrier that might otherwise prevent a resident from successfully serving on the Committee.

What would my role be as a Committee member?

Committee members will:

Work to understand Study information and ensure it is presented in a neutral and balanced way.
Read the material provided by the consultants and be prepared for meetings with questions and comments.
Attend and actively participate in Committee meetings.
Review and approve the community engagement plan.
Attend various community engagement events.
Make a recommendation to the Councils of Trail and Warfield on whether to proceed with an amalgamation referendum.

What is the time commitment for Committee members?

Committee members can expect to meet about 5 times over the 1-year Study period. Each meeting is expected to be 2-3 hours long.

Two co-chairs will be nominated and selected by the Committee from the eight community representatives. The co-chairs will act as the designated spokespeople for the Committee, with support from the consultants.

Outside of Committee meetings, Committee members will be expected to share information with their communities and attend between 3-5 community events.

Will I get paid to serve on the Committee?

No. Members of the Committee serve voluntarily. Refreshments will be provided at all Committee meetings.

Are there other ways to be involved in the Study?

Yes. All Committee meetings will be open to the public, and all materials produced by the Committee will be posted on this website. Residents are invited to follow along and attend Committee meetings. In addition, numerous community information events will take place in 2027. Committee meetings and community events will be advertised on this website, as well as the City of Trail and Village of Warfield websites.

Does the Committee decide if Trail and Warfield will amalgamate?

No. The Committee’s role is to make a recommendation to both Councils about whether to request provincial approval to hold a referendum so that residents of both communities can vote on amalgamation.
